Family Pension for Central Government Employees: Rates, Enhanced Rate, Eligibility and 8th CPC Outlook (2026)

Quick answer

Family pension for Central Government employees under the CCS (Pension) Rules, 2021 is paid at 30% of the employee’s last pay (minimum ₹9,000, maximum ₹75,000 a month). If the employee dies in service, the family gets an enhanced rate of 50% of pay for 10 years. If a pensioner dies, the enhanced rate runs for 7 years or until the pensioner would have turned 67, whichever is earlier, and cannot exceed the pension they drew. Dearness Relief (DR) of 60% is paid on top from 1 January 2026. Family pensioners aged 80+ get an extra 20% to 100%. Confirmed

When the family becomes eligible

Under Rule 50(1), the family is entitled to family pension from the day after the death if the Government servant died Confirmed:

  • after completing one year of continuous service; or
  • before completing one year, provided they had been medically examined and declared fit for Government service before appointment; or
  • after retirement, while drawing a pension or compassionate allowance under the Rules.

Normal rate: the 30% rule

The basic family pension is 30% of pay. “Pay” here means the employee’s last emoluments (Rule 31) or average emoluments (Rule 32), whichever is more. The result is subject to a minimum of ₹9,000 and a maximum of ₹75,000 per month Confirmed. Any fraction of a rupee is rounded up to the next rupee (Rule 50(4)).

The ₹75,000 cap is 30% of ₹2,50,000, the highest pay in Government under the 7th CPC. DoPPW’s 7th CPC implementation order says the same: the ceilings on pension and family pension are 50% and 30% of the highest pay Confirmed (DoPPW OM No. 38/37/2016-P&PW(A)(ii), 04.08.2016).

Enhanced family pension: 50% for 10 or 7 years

Death while in service

If the employee dies in service, family pension is 50% of pay for 10 years from the day after death. After that it drops to the normal 30% rate Confirmed (Rule 50(2)(a)(ii) and 50(2)(b)). The 2021 Rules set no minimum length of service for this. Older guidance, including DoPPW’s 2018 FAQ, mentions seven years’ continuous service, but Rule 50(2)(a)(ii) as printed in the 2021 Rules has no such condition.

Death after retirement

If a pensioner dies, the enhanced 50% rate is paid for 7 years, or until the date the pensioner would have turned 67, whichever period is shorter Confirmed (Rule 50(2)(a)(iii)). There are two limits:

  • The enhanced amount cannot exceed the pension authorised on retirement. For this limit, the pension authorised includes any part the pensioner had commuted (Explanation 2). Commuting part of the pension therefore does not reduce the family’s entitlement. For how commutation works, see our commutation of pension guide.
  • If the pension authorised is lower than the normal 30% family pension, the enhanced amount is limited to the normal family pension.

The enhanced rate is also subject to the ₹9,000 minimum and a ₹1,25,000 maximum Confirmed (Rule 50(2)(a)(iv)).

Who gets family pension, and in what order

Normally only one family member draws family pension at a time (Rule 50(7)). Rule 50(6) sets this order Confirmed:

  1. Widow or widower, including a post-retiral spouse and a judicially separated spouse. Paid until death or remarriage, whichever is earlier, whatever their other income. A childless widow keeps it after remarriage if her income from other sources is below the minimum family pension plus DR (Rule 50(8)).
  2. Children, including adopted children, step-children and children born after retirement. Children below 25 are paid first, in order of birth.
  3. Dependent parents: the mother first, then the father, for life, if they depended on the deceased (Rule 50(10)).
  4. Dependent siblings with a disability, for life, if they were wholly dependent on the deceased (Rule 50(11)).

Female employees and pensioners in marital discord. Since January 2024, a female Government servant or pensioner can ask for family pension to go to her eligible child or children ahead of her husband. This applies where divorce proceedings are pending, or where she has filed a case against him under the Protection of Women from Domestic Violence Act, the Dowry Prohibition Act or the Indian Penal Code Confirmed (PIB, 02.01.2024; DoPPW OM No. 1/1(1)/2023-P&PW(E), 01.01.2024). Once all the children cease to be eligible, family pension goes to the widower until his death or remarriage.

Conditions for children

  • Son (other than a son with a disability): unmarried, below 25 and not earning his livelihood.
  • Daughter (other than a daughter with a disability): unmarried, widowed or divorced and not earning her livelihood. The age-25 limit applies first; the after-25 rules are below.
  • A son or daughter counts as “earning” if their income from other sources is equal to or more than the minimum family pension plus DR (Rule 50(9)(b)). At ₹9,000 plus 60% DR, that threshold is ₹14,400 a month from 1 January 2026 Estimate.
  • The son or daughter (or their guardian) must give the Pension Disbursing Authority a certificate once a year confirming they are unmarried and not earning (Rule 50(9)(p)).

Disabled child: family pension for life

A son or daughter with a mental or physical disability (including any disability under the Rights of Persons with Disabilities Act, 2016) that prevents them from earning a living gets family pension for life, even after 25 Confirmed (Rule 50(9)(h)). The conditions:

  • The disability must have existed before the death of the Government servant or pensioner and their spouse.
  • If there are other children below 25, they are paid first. The disabled child’s pension starts once the youngest of them turns 25.
  • A disability certificate is required: once if the disability is permanent, every five years if it is temporary.
  • Marriage does not end eligibility for a disabled child (Rule 50(9)(i)).
  • A disabled child counts as “not earning” if their income from other sources is less than the normal family pension (30% rate) plus DR that is payable in that case (Rule 50(9)(c)).

Unmarried, widowed and divorced daughters above 25

After the children below 25 and any disabled child are no longer eligible, family pension can continue for life to an unmarried, widowed or divorced daughter above 25. It stops if she marries or remarries or starts earning her livelihood Confirmed (Rule 50(9)(j)). Conditions:

  • She was dependent on her parent(s) when they were alive.
  • For a widowed daughter, her husband died during the lifetime of the Government servant/pensioner or their spouse.
  • For a divorced daughter, the divorce took place during the lifetime of the Government servant/pensioner or their spouse. Exception: if the divorce case was filed in a competent court during their lifetime but the decree came after their death, family pension is payable from the date of divorce.
  • If another family member started drawing family pension before the divorce decree, the divorced daughter’s pension starts only after that member ceases to be eligible or dies.

Additional family pension at 80+

Older family pensioners get an addition to the basic family pension under Rule 50(3) Confirmed:

Age of family pensionerAdditional family pension
80 to less than 8520% of basic family pension
85 to less than 9030%
90 to less than 9540%
95 to less than 10050%
100 or more100%

The addition is paid from the first day of the month in which it falls due. The Rules’ own illustration: a family pensioner born on 20 August 1942 (or on 1 August 1942) gets the 20% addition from 1 August 2022.

Worked examples

These examples use the official rates. DR is taken at 60% (from 1 January 2026). Amounts are rounded up to the next rupee, as Rule 50(4) requires. Estimate

Example 1: Death in service, last pay ₹56,100

  • Enhanced family pension for 10 years: 50% × ₹56,100 = ₹28,050. With 60% DR (₹16,830), that is ₹44,880 a month.
  • From year 11: 30% × ₹56,100 = ₹16,830. With 60% DR (₹10,098), that is ₹26,928 a month at today’s DR rate.

Example 2: Pensioner dies at 63, last pay ₹80,000, pension ₹40,000

  • Enhanced rate: 50% × ₹80,000 = ₹40,000. This does not exceed the pension authorised (₹40,000), so ₹40,000 is payable.
  • Period: 7 years, or until the pensioner would have turned 67, whichever is less. He died at 63, so that is about 4 years.
  • After that: 30% × ₹80,000 = ₹24,000 plus DR.

Example 3: Low last pay, ₹25,000

  • 30% × ₹25,000 = ₹7,500, which is below the floor, so the family gets the minimum of ₹9,000. With 60% DR, that is ₹14,400 a month.

Example 4: Family pensioner aged 82, basic family pension ₹20,000

Additional family pension: 20% × ₹20,000 = ₹4,000, so the basic amount becomes ₹24,000.

8th CPC outlook: what family pension could look like

The 8th Central Pay Commission was constituted on 3 November 2025 with 18 months to report, which points to a report around May 2027 Confirmed (PIB, Cabinet approval of ToR; 8cpc.gov.in). No fitment factor has been announced. Track dates on our 8th CPC timeline.

For reference, after the 7th CPC, the pension and family pension of pre-2016 pensioners was first revised by multiplying the 6th CPC amount by 2.57, with a ₹9,000 floor Confirmed (DoPPW OM 04.08.2016). If the 8th CPC uses a similar multiplier, revised basic family pension could look like this. The figures exclude DR, because the DR rate after revision is not known.

Current basic family pensionAt 1.86At 2.0At 2.57
₹9,000 (minimum)₹16,740₹18,000₹23,130
₹16,830₹31,304₹33,660₹43,254
₹24,000₹44,640₹48,000₹61,680

Estimate These are illustrations, not projections. 1.86, 2.0 and 2.57 are scenarios, not announced figures. The new minimum and maximum family pension will be set only when the Government accepts the 8th CPC’s recommendations.

In context: a minimum family pensioner gets ₹9,000 + 60% DR = ₹14,400 today. At 1.86 the new basic would be ₹16,740, about ₹2,340 more before any new DR. Track DR on our DA/DR hike tracker.

How to claim family pension

After a pensioner’s death, the spouse applies to the pension-paying bank in Form 14 with the death certificate. A simple letter is enough if the pension went into a joint account with the spouse named in the PPO. After a death in service, Form 14 goes to the Head of Office Confirmed (DoPPW FAQ 8.2). Keep the annual certificates up to date, or payments can stop.
