Quick answer: pension is in the 8th Pay Commission’s job. On 9 February 2026 the Finance Ministry told Lok Sabha the Commission will recommend on “Pay, Allowances, Pension, etc.” and that the Finance Act 2025 “does not alter or change existing Civil or Defence pensions”. Confirmed
But the Terms of Reference do not say in so many words that pre-2026 pensioners will be revised, so pensioner bodies want that written in. If the fitment factor lands between 1.92 and 2.86, the ₹9,000 minimum pension becomes ₹17,280–₹25,740 Estimate.

Will pensioners who retired before 2026 get 8th Pay Commission revision?
Nothing official says they will be left out. Here is what the Government has actually put on record:
- Lok Sabha, 9 February 2026 (Unstarred Q. 1605, MoS Finance Pankaj Chaudhary): “The 8th CPC has been mandated to make its recommendations on Pay, Allowances, Pension, etc. of the Central Government employees.” Answer PDF Confirmed
- The same answer: “Revision of pension is carried out through general orders issued by the Central Government, inter alia, for implementation of the accepted recommendations of the Central Pay Commission.” Confirmed
- The question asked directly whether those who retired on or before 31 December 2025 will be covered. The reply did not say yes or no in so many words. It pointed to the pension mandate above.
- Lok Sabha, 10 August 2026 (Unstarred Q. 3456): the Commission “has not submitted its recommendations to the Government yet”, so no fitment factor or date is fixed. Answer PDF Confirmed
Past practice helps. After the 7th CPC, pensioners who retired before 2016 also got revised pension from 1 January 2016, by notional pay fixation (PIB, 2 Aug 2017). Every pay commission so far has revised the pension of existing pensioners.
Our reading: pre-2026 pensioners are very likely to be covered, but the final word comes only with the Cabinet decision on the report. Ignore any message that says otherwise until an order is out.
What is the Finance Act 2025 pension rule, and does it cut my pension?
In March 2025, Part IV of the Finance Act 2025 validated the CCS (Pension) Rules with effect from 1 June 1972. PIB said it confirms that the Government may make “a distinction” among pensioners that “may emanate from the accepted recommendations of the Central Pay Commissions”, in particular “on the basis of the date of retirement” (PIB, 26 Mar 2025) Confirmed.
This line is what worried pensioners. The Finance Ministry’s answer in Lok Sabha on 9 February 2026 was that the law “has validated the existing Central Civil Services (Pension) Rules… and does not alter or change existing Civil or Defence pensions” (USQ 1605) Confirmed.
In November 2025, PIB Fact Check called a viral WhatsApp claim “fake”. The message said pensioners would lose DA hikes and pay commission revisions under the Finance Act 2025 (All India Radio report) Confirmed. The only related rule change was Rule 37 of the CCS (Pension) Rules. It applies to absorbed PSU staff dismissed for misconduct.
Why are pensioners asking to amend the 8th CPC Terms of Reference?
- The ToR mentions “pensions of employees not borne on the National Pension System”, but not existing pensioners and family pensioners by name. Earlier ToRs did, say pensioner bodies (Mint) Reported.
- They also object to para (f)(iii), “The unfunded cost of non-contributory pension schemes”, which the Commission must keep in view Confirmed.
- On 18 August 2026, DoPT forwarded representations from the All India RMS, MMS & Postal Pensioners Association and AIDEF to the Department of Expenditure “for action as deemed appropriate” (Mint, CNBC-TV18) Reported. That is a forwarding step, not an approval.
- Precedent: a 1985 resolution amended the 4th CPC’s terms to cover past and future pensioners (Mint) Reported.
- As of 20 October 2026, no ToR amendment has been notified.
How much will my pension increase in the 8th Pay Commission?
Simple rule: new basic pension = current basic pension × fitment factor. DR then starts again from 0%. So compare the new figure with today’s basic pension + 60% DR, not with basic pension alone.
| Basic pension now | Today with 60% DR | At 1.92 | At 2.28 | At 2.57 | At 2.86 |
|---|---|---|---|---|---|
| ₹9,000 | ₹14,400 | ₹17,280 | ₹20,520 | ₹23,130 | ₹25,740 |
| ₹15,000 | ₹24,000 | ₹28,800 | ₹34,200 | ₹38,550 | ₹42,900 |
| ₹20,000 | ₹32,000 | ₹38,400 | ₹45,600 | ₹51,400 | ₹57,200 |
| ₹25,000 | ₹40,000 | ₹48,000 | ₹57,000 | ₹64,250 | ₹71,500 |
| ₹35,000 | ₹56,000 | ₹67,200 | ₹79,800 | ₹89,950 | ₹1,00,100 |
| ₹50,000 | ₹80,000 | ₹96,000 | ₹1,14,000 | ₹1,28,500 | ₹1,43,000 |
| ₹75,000 | ₹1,20,000 | ₹1,44,000 | ₹1,71,000 | ₹1,92,750 | ₹2,14,500 |
| ₹1,25,000 | ₹2,00,000 | ₹2,40,000 | ₹2,85,000 | ₹3,21,250 | ₹3,57,500 |
Example: ₹25,000 basic pension is ₹40,000 today with DR. At 2.57 it would become ₹64,250 Estimate. At 1.92 it would be ₹48,000, a gain of only ₹8,000 a month.
