How to read the 7th CPC pay matrix
- Level (column): your pay level. It replaced the old pay band and grade pay. For example, old GP 4200 is now Level 6.
- Cell (row): your stage inside the level. New entrants usually start at Cell 1.
- Moving down: each annual increment moves you one cell down the same column.
- Moving across: a promotion or MACP upgrade moves you to the next level.
- Last cell: the number of cells differs by level. Level 1 to 10 have 40 cells. Level 17 and 18 have one fixed pay.
How is the annual increment calculated?
You do not calculate 3% yourself. You just move to the next cell in the same level (Rule 9). Each cell is about 3% more than the one above, rounded to the nearest ₹100.
Example: a Level 6 employee on ₹35,400 (Cell 1) moves to ₹36,500 (Cell 2) after one increment. Our calculation
There are two increment dates: 1 January and 1 July. You get only one increment a year. The date depends on when you joined, were promoted or got an MACP upgrade (Rule 10).
How is pay fixed on promotion or MACP?
Rule 13 of the CCS (RP) Rules, 2016 says: first give one increment in your present level. Then place the employee in the new level at the same amount, or the next higher cell.
| Step | Amount |
|---|---|
| Present pay: Level 4 | ₹28,700 |
| Add one increment in Level 4 | ₹29,600 |
| Promoted to Level 5: equal or next higher cell | ₹30,100 (Level 5, Cell 2) |
On promotion, the employee can also opt to have pay fixed from the date of next increment (DNI) in the lower level. The option must be given within one month (DoPT OM 13/02/2017-Estt.(Pay-I), 27.07.2017). Our MACP calculator shows both options.
How was pay fixed in the matrix on 1 January 2016?
Old basic pay (pay in pay band + grade pay) was multiplied by 2.57. The result was placed in the same cell or the next higher cell of the new level (Rule 7).
Official example: ₹10,160 in PB-1 + GP ₹2,400 = ₹12,560. ₹12,560 × 2.57 = ₹32,279. The next cell in Level 4 is ₹32,300 (Cell 9).
Why does Level 13 start at ₹1,23,100 and not ₹1,18,500?
The matrix notified on 25 July 2016 started Level 13 at ₹1,18,500, with 21 cells up to ₹2,14,100. In June 2017 the government replaced it (G.S.R. 592(E)). The new Level 13 starts at ₹1,23,100 and has 20 cells up to ₹2,15,900. The change counts from 1 January 2016. Confirmed
Some pay matrix tables online still show the old Level 13. The table on this page uses the amended one.
