Status as of 17 October 2026
Pay on promotion is fixed under Rule 13 of the CCS (Revised Pay) Rules, 2016 and FR 22(I)(a)(1): one increment in your present level, then the equal or next higher cell in the promoted level. Confirmed
You may instead opt, within one month of the promotion, to have pay fixed from your date of next increment (DNI) (DoPT OM of 27 July 2017). The calculator shows both options side by side. Confirmed
MACP gives the next level in the Pay Matrix after 10, 20 and 30 years, up to Level 15, with the same pay fixation and option (DoPT OM of 22 October 2019). Confirmed
Level 13 uses the amended matrix (₹1,23,100 to ₹2,15,900, 20 cells). DA is 60% from 1 January 2026. Confirmed

This calculator fixes your basic pay on a regular promotion or an MACP financial upgradation under the 7th CPC Pay Matrix. Pick your present level and cell, the promoted level and the date, and it works out the pay under both options: fixation from the date of promotion, and fixation from the date of next increment. It then compares the basic pay you would draw over the next 24 months so you can choose the option before the one-month deadline. MACP and promotion pay fixation calculator
Civilian Pay Matrix of the CCS (Revised Pay) Rules, 2016 (Level 13 as amended in 2017). Assumes regular promotion or MACP, no EOL that postpones the increment, and no FR 35 restriction (officiating or ad hoc promotion). Your pay fixation statement prevails.
How pay is fixed on promotion and MACP
Option 1: fixation from the date of promotion (Rule 13 and FR 22(I)(a)(1))
- Give one increment in the level you are promoted from, which means moving one cell down that level’s column.
- Place that figure in the promoted level at the cell equal to it, or the next higher cell if there is no equal cell.
- Your next increment then follows Rule 10(2): promotion between 2 January and 1 July means the next increment on 1 January; promotion between 2 July and 1 January means 1 July.
If you are already at the top cell of your level, the FR 22(I)(a)(1) proviso adds an amount equal to the last increment of that level instead, and the result is placed at the equal or next higher cell in the promoted level. Confirmed
Option 2: fixation from the date of next increment (DNI)
- From the date of promotion until your DNI (your own 1 January or 1 July increment date in the lower level), you are placed at the next higher cell in the promoted level, above your present pay.
- On the DNI, pay is re-fixed with two increments in the lower level (the annual increment plus the promotion increment), and placed at the equal or next higher cell in the promoted level.
- The next increment and DNI are “regulated accordingly”. The calculator takes the next increment one year after the re-fixation, as in DoPT’s earlier FR 22 instructions. Our reading
The option has to be given within one month of the date of promotion, and promotion orders must carry the option clause. It is not available for appointment on deputation to an ex-cadre post, direct recruitment, or ad hoc appointment or promotion. DoPT’s 2019 MACP guidelines apply the same option to MACP. Confirmed
MACP: the next level in the Pay Matrix
- Three financial upgradations, at 10, 20 and 30 years of service from the direct entry grade, or after 10 years of continuous service in the same level, whichever is earlier.
- The upgrade is to the immediately next level in the Pay Matrix, not the next promotion post. It is admissible up to Level 15 (HAG). Organised Group A services are not covered.
- The benchmark is ‘Very Good’ for APARs from 2016-17.
- Pay is fixed as on promotion (Rule 13), with the same DNI option. If you are later promoted to a post in the same level, there is no further fixation. If the promotion is to a higher level, you are placed at the equal or next higher cell in that level, again with the option.
Level 13A sits between Level 13 and Level 14 in the Pay Matrix, so the calculator treats it as the next level after 13. Few cadres use Level 13A, so confirm the MACP level with your office. Our reading
Worked examples
Example 1: Level 4 to Level 5 on 1 March 2026 (increment date 1 July)
Present pay ₹28,700 (Level 4, Cell 5). This is the illustration under Rule 13 of the CCS (RP) Rules, 2016.
| Step | Option 1: from date of promotion | Option 2: from DNI |
|---|---|---|
| Increment(s) in Level 4 | One: ₹28,700 → ₹29,600 | Two on 1 July 2026: ₹28,700 → ₹29,600 → ₹30,500 |
| Pay from 1 March 2026 | ₹30,100 (Level 5, Cell 2) | ₹29,200 (Level 5, Cell 1), next above ₹28,700 |
| Pay from 1 July 2026 | ₹30,100 | ₹31,000 (Level 5, Cell 3) |
| Next increment | 1 January 2027: ₹31,000 | 1 July 2027: ₹31,900 |
| Basic pay drawn, March 2026 to February 2028 | ₹7,36,800 | ₹7,44,000 |
Option 2 pays ₹7,200 more basic pay over the 24 months (₹11,520 with DA at 60%), and both reach ₹31,900 by March 2028. Estimate
Example 2: the DoPT illustration of the DNI option
Present pay ₹29,600 (Level 4, Cell 6), promoted to Level 5. Option 1: one increment gives ₹30,500, placed at ₹31,000. Option 2: ₹30,100 until the DNI; on the DNI two increments give ₹31,400, placed at ₹31,900. These are the figures in DoPT’s OM of 27 July 2017. Confirmed
Example 3: MACP from Level 7 to Level 8 on 15 August 2026 (increment date 1 January)
| Step | Option 1: from date of MACP | Option 2: from DNI |
|---|---|---|
| Increment(s) in Level 7 | One: ₹53,600 → ₹55,200 | Two on 1 January 2027: ₹53,600 → ₹55,200 → ₹56,900 |
| Pay from 15 August 2026 | ₹55,200 (Level 8, Cell 6) | ₹55,200 (Level 8, Cell 6), next above ₹53,600 |
| Pay from 1 January 2027 | ₹55,200 | ₹56,900 (Level 8, Cell 7) |
| Next increment | 1 July 2027: ₹56,900 | 1 January 2028: ₹58,600 |
| Basic pay drawn, 15 Aug 2026 to 14 Aug 2028 | ₹13,50,135 | ₹13,70,535 |
Option 2 pays ₹20,400 more basic pay over the 24 months, because the higher pay starts earlier. Part months are counted day by day. Estimate
Example 4: Level 11 to Level 12
Present pay ₹78,500 (Level 11, Cell 6). One increment gives ₹80,900. Level 12 has no ₹80,900 cell, so pay is fixed at the next higher cell, ₹81,200 (Level 12, Cell 2). This matches DoPT’s illustration in its pay fixation document. Confirmed
Special cases
- Top of your level (stagnation): for example ₹92,300 is the last cell of Level 5. On promotion to Level 6, the last Level 5 increment (₹2,700) is added to get ₹95,000, which is placed at ₹96,900 in Level 6. There is no DNI option, because no further increment accrues in Level 5. Confirmed
- One cell below the top: under the DNI option the second increment goes past the top cell. The calculator adds an amount equal to the last increment of the level for it, by analogy with the FR 22 proviso, and flags the result. Our reading
- Levels 17 and 18 (fixed pay): Level 17 is a fixed ₹2,25,000 and Level 18 a fixed ₹2,50,000. On promotion to them you get that fixed pay, with no increment afterwards. From Level 17 there is no increment to give, so the pay is simply ₹2,50,000 in Level 18. Confirmed
- Figure above the promoted level’s top cell (for example Level 13 top cell ₹2,15,900 promoted to Level 14, whose top is ₹2,18,200): the rules do not provide a higher cell. The calculator shows the top cell and asks you to check with your PAO. Our reading
- Officiating or ad hoc promotion: pay may be restricted under FR 35 and the DNI option does not apply. This calculator assumes regular promotion.

MACP and pay fixation: FAQs
How is pay fixed on promotion under the 7th CPC?
Under Rule 13 of the CCS (Revised Pay) Rules, 2016 and FR 22(I)(a)(1), you get one increment in the level you are promoted from and are placed at the equal cell, or the next higher cell, in the promoted level. For example, ₹28,700 in Level 4 becomes ₹29,600 after one increment and is fixed at ₹30,100 in Level 5.
What is the date of next increment (DNI) option?
Instead of fixation on the date of promotion, you can opt within one month to be placed at the next higher cell of the promoted level until your next increment date (1 January or 1 July). On that date pay is re-fixed with two increments in the lower level and placed at the equal or next higher cell. DoPT set out this method in its OM of 27 July 2017.
Which is better: fixation from the date of promotion or from the DNI?
It depends on your cell and how far away your increment date is, so compare both. In our Level 4 to Level 5 example (promotion on 1 March 2026, increment date 1 July), the DNI option pays ₹7,200 more basic pay over 24 months. The calculator above works this out for your case.
Which level do I get under MACP?
MACP places you in the immediately next level of the Pay Matrix, not the level of the next promotion post. It is granted after 10, 20 and 30 years of service and is admissible up to Level 15. Pay is fixed in the same way as on promotion, with the same DNI option.
What happens if I am at the top of my level when promoted?
The FR 22(I)(a)(1) proviso adds an amount equal to the last increment of your level, and the result is placed at the equal or next higher cell in the promoted level. The DNI option does not arise because no further increment accrues in your present level.
When will I get my next increment after promotion?
If pay is fixed on the date of promotion, Rule 10(2) applies: a promotion between 2 January and 1 July gives the next increment on 1 January, and a promotion between 2 July and 1 January gives it on 1 July. If you opt for the DNI, the calculator takes the next increment one year after the re-fixation.
