Level 13 is a Group A level of the 7th Central Pay Commission civilian Pay Matrix. It replaced the 6th CPC PB-4 (₹37,400-67,000) with Grade Pay ₹8,700. This page shows the Level 13 basic pay in every cell, the allowances at DA 60%, an estimate of in-hand pay in X, Y and Z cities, and what the 8th CPC might mean. For a full breakdown with arrears and other levels, use our 7th and 8th CPC salary calculator or the 7th CPC salary calculator with PDF slip.

Note on the Level 13 figures: the Pay Matrix notified on 25 July 2016 started Level 13 at ₹1,18,500 and ended at ₹2,14,100 (21 cells). The CCS (Revised Pay) (Amendment) Rules, 2017 (G.S.R. 592(E), 15 June 2017), effective from 1 January 2016, replaced it with the modified Level 13 used on this page: ₹1,23,100 to ₹2,15,900 in 20 cells. Some older pay matrix tables online still show the 2016 figures. Confirmed

  • HRA: 30% of basic in X, 20% in Y and 10% in Z cities now that DA has crossed 50%, but not less than ₹5,400, ₹3,600 and ₹1,800. Not payable if you live in government accommodation. Confirmed

The higher rate applies in Hyderabad, Patna, Delhi, Ahmedabad, Surat, Bengaluru, Kochi, Kozhikode, Indore, Greater Mumbai, Nagpur, Pune, Jaipur, Chennai, Coimbatore, Ghaziabad, Kanpur, Lucknow and Kolkata (urban agglomerations). Not payable if government transport is provided. Confirmed
  • NPS / UPS: employees who joined on or after 1 January 2004 contribute 10% of basic pay plus DA. Old pension scheme employees subscribe to GPF instead, at a rate they choose (minimum 6% of basic). Estimate
  • CGEGIS: Group C ₹30, Group B ₹60 and Group A ₹120 a month. The rate changes from the January after you move to a new group. The Group A and B rates come from the 1989 CGEGIS order, which we could not open on an official site, so check your pay slip.

6. Level 13 salary after the 8th Pay Commission: estimate

The 8th Central Pay Commission was set up by Gazette resolution on 3 November 2025 and has 18 months to report, so its report is due around May 2027. No fitment factor has been announced. The 7th CPC used 2.57. The table multiplies today’s Level 13 basic pay by 2.57 and 2.86 only to show the range people discuss. Estimate

Level 13 cellBasic now× 2.57 (illustration)× 2.86 (illustration)
Cell 1₹1,23,100₹3,16,367₹3,52,066
Cell 10₹1,60,600₹4,12,742₹4,59,316
Cell 20₹2,15,900₹5,54,863₹6,17,474

Estimate, not an official figure. A new pay matrix would round pay into its own cells, and DA would restart at 0% on the new basic, so the real gain is smaller than the multiplication suggests: at Cell 1 you already draw ₹1,96,960 as basic + DA today.
