Will Bank, PSU and GDS Employees Get the 8th Pay Commission? (2026 Answer)

Quick answer (13 October 2026)

  • Bank employees: No. Pay in public sector and other member banks is set by IBA–union bipartite settlements. The current one, the 12th Bipartite Settlement, runs from 1 Nov 2022 to 31 Oct 2027 and gave a 17% wage-bill increase. Confirmed
  • Central PSU (CPSE) employees: mostly No. About 96% of CPSE staff are on IDA pay scales, revised by DPE Pay Revision Committees for executives and by negotiated wage settlements for workmen. Only the small number on CDA scales follow the CPC. Confirmed
  • Gramin Dak Sevaks: not directly. The Department of Posts revises GDS pay (TRCA) through its own committee, roughly every ten years, after each CPC. The last was the Kamlesh Chandra committee, implemented from 1 July 2018. Confirmed
  • GDS do get central DA on TRCA at the same rate as Central Government staff: 60% from 1 January 2026. Confirmed

Every time the 8th Pay Commission is in the news, bank staff, PSU employees and Gramin Dak Sevaks ask us whether it applies to them. The honest answer is that the Commission’s mandate is narrower than most people assume. This guide explains exactly who the 8th CPC covers, how pay is actually revised for banks, CPSEs and GDS, where each process stands as of 13 October 2026, and what a GDS revision could look like if the pattern of the last committee repeats. Central Government employees can estimate their own revised pay with our 8th Pay Commission salary calculator.

Who the 8th Pay Commission actually covers

The Finance Ministry’s resolution of 3 November 2025 lists nine groups: Central Government employees (industrial and non-industrial), All India Services, Defence Forces, Union Territory personnel, the Indian Audit and Accounts Department, members of regulatory bodies set up under Acts of Parliament (excluding the RBI), and staff of the Supreme Court, UT-funded High Courts and UT subordinate courts. Confirmed (Gazette resolution)

Banks, CPSEs and Gramin Dak Sevaks are not on that list. CPSEs come up in only one place: the Commission must keep in view “the prevailing emolument structure, benefits and working conditions available to employees of Central Public Sector Undertakings and private sector” when it sets central pay. In other words, PSU pay is a benchmark for the Commission. It is not something the Commission revises.

Bank employees: bipartite settlement, not the Pay Commission

Salaries of clerks, subordinate staff and officers in public sector banks, and in the private and foreign banks that give IBA a mandate, are fixed by a bipartite settlement (for workmen) and a joint note (for officers). These are negotiated between the Indian Banks’ Association and the unions/officers’ associations, usually every five years. The Government does not refer bank pay to the CPC.

Does the 8th CPC affect bank pay at all? Not directly. Bank DA follows its own quarterly formula based on CPI-IW, which IBA publishes. Bank pension is governed by the banks’ own pension regulations, not by CPC orders. Unions do cite central pay levels in negotiations, but that is a negotiating argument, not a rule. RBI staff are also outside the 8th CPC: the Terms of Reference specifically exclude the RBI from the regulatory bodies covered.

Central PSU (CPSE) employees: IDA vs CDA pattern

How a CPSE employee’s pay is revised depends on which pattern of pay scale they are on:

WhoHow pay is revisedCurrent roundLabel
Executives and non-unionised supervisors on IDA scales (the large majority)Government-appointed Pay Revision Committee, then DPE guidelines, subject to each CPSE’s affordability3rd PRC (Justice Satish Chandra), effective 1 Jan 2017; DPE OM of 3 Aug 2017Confirmed
Unionised workmen on IDA scalesWage negotiations within the DPE wage policyDPE wage policy for the 8th round of negotiations (24 Nov 2017)Confirmed
Employees on CDA scales (a small minority)Follow the Central Pay Commission, adopted through DPE ordersDPE order on CDA-pattern pay revision (17 Aug 2017)Confirmed

DPE has stated that about 96% of CPSE employees are on IDA scales (DPE guidelines). IDA itself is revised every quarter: for the 2017 pay scales it is 55.7% from 1 July 2026 (DPE OM, 17 Jul 2026). Confirmed See the DPE pay revision guidelines for all the orders.

The next CPSE revision. The 2017 revision runs for ten years, so the next one falls due from 1 January 2027. As of mid-2026, executives’ associations were pressing for the 4th Pay Revision Committee to be constituted. We have not found an official order constituting it. Reported (association letters and PSU trade media, June–July 2026)

Correction to our earlier version: we previously said companies like Coal India, SAIL and BHEL “follow central pay scales exactly”. That is wrong. These are IDA-pattern CPSEs whose executives follow PRC/DPE guidelines. We also listed private companies (Reliance, TCS, Infosys) as PSUs. They are not PSUs and have nothing to do with the CPC.

Gramin Dak Sevaks (GDS): a separate committee after each CPC

GDS are engaged under rules made by the Department of Posts and are not regular Central Government employees. In a Lok Sabha reply of 29 July 2026, the Department said GDS remuneration (TRCA and allowances) is “revised approximately every ten years based on the recommendations of a committee constituted by the Department, following the Central Pay Commission for regular employees”. Confirmed (LS Unstarred Q. 1800, 29.07.2026)

The last revision: Kamlesh Chandra committee

  • One-man committee constituted in November 2015; report submitted in November 2016. (Confirmed)
  • Cabinet approval on 6 June 2018, benefiting 3.07 lakh GDS; new TRCA effective 1 July 2018; arrears from 1 January 2016 by multiplying old TRCA by 2.57. (Confirmed, PMO India)
  • Eleven TRCA slabs merged into two categories (BPM and ABPM/Dak Sevak), each with a 4-hour and a 5-hour level. Annual increase 3%. DA is paid as a separate component and revised whenever it is revised for Central Government servants. (Confirmed)
  • Since 2024, a financial upgradation scheme (GDSFU) adds ₹360, ₹460 and ₹600 a month to TRCA after 12, 24 and 36 years of engagement. (Confirmed, Department of Posts order)
  • GDS are not covered by any pension scheme. They get GDS gratuity, group insurance, a severance amount, or the Service Discharge Benefit Scheme for those engaged on or after 1 April 2011. (Confirmed, LS Q. 1800)

Minimum TRCA now and an illustrative revision (Estimate)

ESTIMATE, not an official table. No new GDS committee has been announced as of 13 October 2026. We apply 1.86, 2.0 and 2.57 to today’s minimum TRCA (2018 order) and round up to the next ₹100. The 2.57 column repeats the 2016 method. The others are illustrative.
Category / levelMinimum TRCA nowAt 1.86At 2.0At 2.57
BPM, 4 hours (Level 1)₹12,000₹22,400₹24,000₹30,900
BPM, 5 hours (Level 2)₹14,500₹27,000₹29,000₹37,300
ABPM / Dak Sevak, 4 hours (Level 1)₹10,000₹18,600₹20,000₹25,700
ABPM / Dak Sevak, 5 hours (Level 2)₹12,000₹22,400₹24,000₹30,900

As with central staff, DA on TRCA would be expected to restart after a revision. Today an ABPM on ₹10,000 minimum TRCA gets ₹16,000 with 60% DA, so a factor below 1.60 would only absorb current DA. (Estimate)

GDS demands. GDS unions have asked to be brought within the 8th CPC, for regularisation and for pension rights. Proposed The Department’s July 2026 reply says GDS are “holders of civil posts outside the regular Civil Service” and their service does not count for pension. (Confirmed)

Frequently asked questions

Will SBI and other public sector bank employees get the 8th Pay Commission?

No. Their pay comes from the IBA bipartite settlement and joint note. The 12th settlement covers 1 November 2022 to 31 October 2027, so the next revision is due from 1 November 2027. (Confirmed / Estimate)

Will bank pensioners benefit from the 8th CPC?

No. Bank pension is governed by the banks’ own pension regulations and settlements, not by Central Pay Commission orders. (Confirmed as to the CPC’s Terms of Reference)

Do PSU employees get the 8th Pay Commission?

Only the small group of CPSE staff on CDA pay scales follow the CPC. IDA-pattern executives (about 96% of CPSE staff are on IDA scales) wait for the next Pay Revision Committee, due from 1 January 2027, and workmen negotiate wage settlements. (Confirmed / Reported for the 4th PRC status)

Will GDS salary increase after the 8th Pay Commission?

Probably, but through a separate Department of Posts committee, as happened after the 7th CPC. No such committee had been announced as of 13 October 2026. (Confirmed / Estimate)

Do Gramin Dak Sevaks get DA?

Yes. DA is paid on TRCA as a separate component and revised whenever central DA changes. It is currently 60% from 1 January 2026. Track it on our DA hike tracker. (Confirmed)

Are RBI employees covered by the 8th CPC?

No. The Terms of Reference cover members of regulatory bodies set up under Acts of Parliament “excluding the RBI”. (Confirmed)

I am a Central Government employee. How do I estimate my 8th CPC pay?

Use our salary calculator. Pensioners can use the pension calculator. Both show estimates at different fitment factors.
